Massive destructions : Giant plastic islands in the sea

Now the world have a new problem to solve. People throw a lot of plastic in the water that makes giant lumps of plastic floating round the sea.  Fish will eat the plastic and when we eat the fish, we will get all the dangerous plastic in our body. The plastic is also destroying to the environment.
The problem is that it costs a lot of money to remove all the plastic.

All countries have a lot of problems with pollution already which means that something dractic have to change. 

How should they earn all that money to solve the problem? Or is it impossible right now?
